What is the difference between a plenary guardian and a partial guardian?

A plenary guardian is a guardian whose appointment does not expire.  A partial guardian is a guardian whose appointment expires after five years.

A partial guardianship would expire after five years, and if the need for a guardian continues, the case would start over from the beginning with the filing of a new petition, reports, etc.
