Public Hearing March10, 2008 Ordinance #213 an Ordinance to Amend Water Ordinance # 197 regarding Water on/off Fees. The meeting was called to order at 5:00 pm by Mayor Burns. Commissioner present: Smucker, Lehman, Kroneck, and Tissue. Absent Geselman and Petersen. Others present: Karl Yoder and Warren Wells. After a brief discussion regarding the proposed Ordinance #213 motion was made by Lehman and supported by Kroneck to close the meeting at 5:05 pm. Regular Meeting March 10, 2008 The meeting was called to order at 5:05 pm by Mayor Burns. Commissioner present: Smucker, Lehman, Kroneck, and Tissue. Absent: Geselman and Petersen. A motion was made by Kroneck and supported by Lehman to approve the minutes of the February 25, 2008 meeting. 4 Yes.0 No. Motion carried. Citizens Comments: Warren Wells discussed his water bill with the Commission. He stated he didn’t receive his bill or his shut off notice and would like his $40 returned and would like a call before they shut him off again. Karl Yoder discussed a cat that was stuck in the foundation of a foreclosed house near his residence. Correspondence: Letter from Tom Humphrey, candidate for State Rep., thanking the commission for their time at the February 25, 2008 meeting. Chief Muscott discussed the composting site with the Commission and new regulations and yearly fee the DEQ has imposed. Discussed Asset test for Poverty Exemption. Petersen joined the meeting at 5:30 pm. A motion was made by Lehman and supported by Petersen to have citizens fill out a hardship application and Board of Review will review them in December and re-contact the citizens to validate information and the Commission will set up the guidelines in the mean time. 5 yes. 0 No. Motion carried. Discussed Ordinance 213# and Ordinance to Amend Ordinance #197. A motion was made by Smucker and supported by Kroneck to approve the Ordinance as submitted. After discussion Smucker withdrew his motion and Kroneck withdrew his support. A motion was made by Petersen and supported by Lehman to amend proposed Ordinance #213 to read if the City has to return for the same incident there will be a $15 on/off charge. 5 Yes. 0 No. Motion carried. A motion was made by Lehman and supported by Tissue to adopt proposed Ordinance #213 as amended. 5 yes. 0 No. Motion carried A motion was made by Kroneck and supported by Smucker to amend the Fire Association’s Budget to include the Grant money received and the 5% match the Fire Association will have to pay and also include the increase in the equipment to include the equipment purchases from the grant. 5 yes. 0 No. Motion carried. Discussed the proposed amendment to the Fire Associations Agreement to allow the expenditure of over $500 with out approval if it was include in a previously approved grant. 4 yes. Tissue-Daws No. Motion carried. Citizens Comments: Yoder mentioned the loss of a family member of one of our Commissioners. A motion was made by Tissue-Daws and supported by Petersen to adjourn the meeting at 6:15 pm. Next meeting will be held on March 24, 2008 at 5:00 pm in the Community room at City Hall.
